U SEQUOYAH NUCLEAR PLANT NPDES PERMIT NO. TN0026450 - SUPPLEMENTAL DATA FOR THE APPLICATION RENEWAL Enclosure 1 is a completed EPA form 3510-2C for additional serial dis-charge points 030, 031, and 032 for construction runoff and an additional serial discharge point 033 for sewage treatment effluent. In accordance with a request from your staff, Enclosure 2 is completed EPA forms 3510-2C, Section V, for serial discharge points; 001-sewage treatment plant, 005-construction runoff, 007-yard drainage pond, 008-concrete batch plant, 012-cooling tower blowdown, 024-diffuser, 025-construction runoff, intake (CCW), and combined discharges (includes plant intake screens and strainer backwash (011), construction sewage treatment plant (002), and construction yard runoff). Enclosure 3 is a proposed permit for Sequoyah Nuclear Plant. We are submitting the above data in support of the NPDES permit renewal application sub nitted to you on April 9,1980. We request that the following revisions be included in that application. 009 (renewal application)--The following chemicals, in addition to those identified in the renewal application, will be used for future chemical cleaning of condensate, feedwater, and steam generator systems: Ammonie bifluoride, EDTA, phosphoric acid, oxalic acid, hydroxyacetic f.ormic acid, corrosion inhibitors, sodium permanganate, nitric acid, hydrochloric acid, and hydrofluoric acid. 010 (renewal application)--The discharge flow of 1.896 MGD shown in the application is for 1-unit operation. For 2-unit operation the discharge flow should be 3.1 MGD,yg and 5.0 MGD,,g. 011 (renewal application)--This dicharge point includes discharge from construction runoff and sewage treatment plant effluent (outfall 002). Zeller JUN 2 91081 013 (renewal application)--Present monitoring requirements for this serial discharge di'etate manual grab samples from the recycled cooling water channel before entering the intake basin. However, an automated temperature monitoring system with visual display in the reactor control room is now in use at the plant as an internal process control. The temperature probe is located at the circula-ting water puuping station (intake to the condenser system). The water volume ,at this point consists of 90 percent recycled cooling water and 10 percent intake river water exhibiting a temperature within two degrees Fahrenheit of the recycled cooling water. Therefore, because of the temperature proximity of the two sampling points, ue are proposing to use the automated system to satisfy our NPDES temperature monitoring requirements for serial discharge 013. The temperature will be monitored hourly and the maximum tempera-ture will be reported daily. 014 (renewal applicatron)--The discharge flows Lave been changed to
- 0.26 MGD and 0.677 MGD to reflect combination of previous serial disEharge numbers Oil and 015 for plant operation. Also, the following chemicals, in addition to those identified in the renewal application, vill be used for future chemical cleaning of condensate, feedwater, and steam generator systems: Ammonium bifluoride, citric acid, EDTA, phosphoric acid, surfactants, oxalic acid, hydroxyacetic formic acid, corrosion inhibitors, trisodium phosphate, sodium permanganate, nitric acid, hydrochloric acid, and hydrofluoric acid.
015 (renewal application)--In a previous modification request for discharge serial number 013, we indicated chlorination of the Essential Raw Cooling Water (ERCW) System would be interrupted during monthly testing of the Mechanical Draft Cooling Tower (MDCT) System during which overflow from the Auxiliary Essential Raw Cooling Water (AERCW) System to the intake forebay is possible. The ERCW System is chlorinated during the clam spawning period normally lasting from late May to late October. However, because of operational problems encountered while interrupting chlorination for a few hours (approximately 24; once a month during the MDCT System test, we plan to continue chlorination during the test. We propose to control the amount of chlorine entering the intake fore-bay from this discharge point by conforming to a total chlorine residual discharge limitation of 0.14 mg/1. 016 (renewal application)--The following chemicals, in addition to those identified in the renewal application, will be used for future chemical cleaning of condensate, feedwater, and steam generator systems: Ammonia, ammonium bifluoride, citric acid, EDTA, phosphoric acid, surfactants, oxalic acid, hydroxyacetic formic acid, corrosion inhibitors, trisodium phosphate, sodium permanganate, nitric acid, hydrochloric acid, and hydrofluoric acid. y; 's . %: , ,1,r' '. ,..e ' w , g, it ,

Zeller JUN 2 91981 j l 4 030, 031, 032 (new application) - Construction Runoff--In accordance with the instructions for form C, item V-C of the Consolidated Permits Program, we sampled and analyzed outfall 005 for each pollutant listed and are submitting these results for outfall ) 030, 031, and 032 as well. The characteristics of the effluent at these four discharge points are very similar. Therefore, we believe the most efficient method of sampling and analyzing these discharges for priority pollutants would be by way of the substi-tution method. 033 (new application) - Sewage treatment effluent--The effluent from the proposed sewage treatment facility will be routed to the yard drainage pond. The design flow will be approximately 25,000 GPD. The design has not been finalized at this time; however, we will forward appropriate details to you upon completion of the design.
.The proposed NPDES Permit (Enclosure 3) includes some reductions in monitoring frequency. The majority of the samplings has been consider-ably within effluent limitations over a 13-month period (from January 1980 through February 1981). This permit also contains miscellaneous changes which we believe would allow for more efficient operation of the monitoring program. ,
