Illinois has no information which would indicate.that C. F.

Braun is not capable of performing this investigation. We expect that Braun will do a thorough and credible -lob.

Our main concern,- however, is that this investigation be truly independent and comprehensive. As one member of your staff, Mr. Novak I believe, expressed it--the definition of the problem is the key to i.ts -sollution. -

I I Thus, the contract between Commonwealth Edison'and Braun must I

be comprehensive enough to allow Braun to address all the problems. In a situation like this, where the Commission l believed that allegations were serious enough to warrant an independent, investigation, the NRC and the public must be assured that the investigation will resolve all doubts.

Illinois therefore requests that before any contract is ,

entered'into between Commonwealth Edison and Braun, the NRC l

and the other interested parties be furnished a copy of the proposed contract and that we be allowed to comment on it.

As has been suggested,'another public meeting would be ,

appropriate to discuss _the actual scope of Braun's investigation.
