ISSUANCE OF AMENDMENT NO. 59 TO LICENSE NO. DPR-45, AND GRANTING 0F AN EXEMPTION F0k :.A CROSSE BOILING WATER REACTOR (TAC-66088)

The Comission has issued the enclosed Amendment No. 59 to Provisional License No. DPR-45 for the La Crosse Boiling Water Reactor (LACBWR).

This amendment revises the Technical Specifications in response to your applications of August 21, 1987 (LAC-12333) as revised August 28, 1987 (LAC-12339). With respect to your request for an exemption, an exemption is granted from 10 CFR 50.54(o) and 10 CFR 50, Appendix J requirements to perform Type A Containment Building Integrated Leak Rate Tests pursuant to 10 CFR 50.12(a)(2)(ii).

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the FEDERAL REGISTER on September 23, 1987 (52 FR 35790). No comments or requests for hearing were received. An Environmental Assessment (enclosed) was also published in the FEDERAL REGISTER with respect to the exemption.

A copy of the related Safety Evaluation supporting Amendment No. 59 is also enclosed. A notice of issuance pertaining to this action will apper.r in the Commission's notice publication in the FEDERAL REGISTER.
