Description of Deviation Section 10.3.1.3.1 of the FSAR states, "All circuits are supervised and the installation meets the requirements of NFPA-72D."

Section 3221 of NFPA 72D-1975 requires a permanent record indicating each time each signal transmitting station is operated shall be made at a supervising location.

During a plant tour on May 23, 1984, the inspector observed that the licensees' fire detection system does not have the capability of receiving a permanent record of signals sent to the central supervising station.

Response

In the recent updating of our FSAR, all previous design changes were reviewed for information which should be incorporated into the Updated Safety Analysis Report (USAR). As a rasult of this review, Design Change

  1. 78M002 - Install Fire Detector Equipment, was identified and the USAR was updated accordingly.

We acknowledge at this time t ha t the fire detector system installed under the provisions of Design Change #78M002 was designed to meet the circuitry requirements of NFPA 72D-1975, but it was not intended, with the in s ta lla-tion of this system, to make a commitment to the administrative and other requirements of this code.

It should also be noted that Section 3221 of NFPA 72D is Listed under Article 320 - Guard Tour Supervisory Service, which does not apply to our plant.
