Dear Mr. Keppler:

This letter is provided in response to the subject IE Compliance Bulletin 86-03, dated October 8, 1986, for which a response was requested within 30 days of receipt.

The Duane Arnold Energy Center (DAEC) does not have air-operated -

minimum flow bypass valves in ECCS minimum flow bypass lines, nor does it have the minimum flow bypass valve configuration or logic referenced by this bulletin.

The DAEC Updated Final Safety Analysis Report (UFSAR) Section 6.3.1.2 states that the ECCS injection network comprises a High Pressure Coolant Injection (HPCI) System, a Low Pressure Core Spray (LPCS) System, and the Low Pressure Coolant Injection (LPCI) Mode of the RHR System.

HPCI is a single train ECCS System and therefore is not applicable to the concerns of the subject IE Compliance Bulletin.

We stated in our response to IE Compliance Bulletin 86-01, that the RHR (LPCI) System has motor operated minimum flow bypass valves which are not susceptible to the single failure criteria addressed in IE Compliance Bulletin 86-03.

The LPCS System is similar in design to the RHR LPCI Mode. The LPCS System at DAEC utilizes two core spray pumps (P&ID 121) with a separate motor operated minimum flow bypass valve in each core spray loop. Each minimum flow bypass valve has its own separate flow transmitter with inputs going to separate flow switches. There are no closure signals frem one loop's flow transmitter / flow switch to the other loop's minimum flow bypass valve.
