Dear Mr. Keppler:

Per.our referenced letter, we agreed to submit to your office copies of NPDES permit changes for the subject facility. A copy of NPDES Permit No. 57-00-1-04 is included as Attachment 1. This permit was issued by the Iowa Department of Water, Air and Waste Management (IDWAWM) on June 9, 1986.

Two new per.r.it conditions were questioned by us. DAEC does not use cooling tower maintenance chemicals containing zinc or chromium. There-fore, there is no need to monitor for these parameters. Monitoring for zinc and chromium in the cooling tower blowdown will be conducted for three (3) l months to show their absence in the discharge. The other permit condition questioned was the time restriction on chlorine discharge. This was a question of interpretation of the regulations. Correspondence with IDWAWM clarified these conditions and is included as Attachments 2 and 3 to this letter.

l The new permit imposes some requirements not included in the i previous permit. These changes are summarized in Attachment 4. These changes will not affect operation of the cooling towers or the plant and will have a minimal effect on operation of the sewage treatment plant.
