SUMMARY

REPORT j' JULY 1,1998 TO DECEMBER 31,1998 ,

I SYNOPSIS:

. During this reporting period, IES Utilities /Duane Arnold Energy Center (DAEC) conducted 180 drug / alcohol tests in accordance with 10 CFR Part 26. The numbers reflect mutine activities at DAEC (no refueling or other outages). The breakdown of this period's testing activity is:

i j IES Utilitics/DAEC follows the guidelines for substances and cut-offlevels as prmided in 10 CFR
Part 26, Appendix A. The random testing rate for this period was 21% of the average population. t f The total for all of 1998 was 57% Positive test rate for all testing in this period was  !

Six specimens were determined by electronic refracioneter measurement at time of collection to i

. be below the specific gravity cut-offlevel (1.003). Additional specimens were collected from each j individual as soon as was possible. All specimens were whs,f dseparately and sent to the

, reference lab for testing. All original and all recollected specimens were negative. The i

recollected specimen is used in the abmc totais. -

One site employee tested positive for alcohol during a random test. At their request, a blood l j specimen was collected for further confirmation, which was positive.

! MANAGEMENT ACTIONS TAKEN:

i j The employce who tested pwitive for alcohol was removed from duty and unescorted access

authorization was suspended. The individual was referred to the EAP for substance abuse j evaluation and recommendations for appropriate treatment. The individual was subsequently reinstated after management assurance of satisfactory rehabilitation was ahtained Per site l procedures, the employee was placed in follow-up testing monthly for 3 months. All requirements
were satisfactorily completed.

j On going Quality Assurance evaluation of the FFD Program was conducted. There were no NRC 1

inspections of the FFD Program during this period.
