Dear Sirs:

Iowa Electric has made changes to the Duane Arnold Energy Center I (DAEC) Security Plan and the DAEC Contingency Plan pursuant to the '

provisions of 10 CFR 50.54(p).

These changes constitute Security Plan Change 21, which has been reviewed in accordance with the requirements of 10 CFR 50.54(p). We j have determined that this change does not decrease the safeguards effectiveness of the Security Plan or the Contingency Plan.

The DAEC Security Plan, the Guard Training and Qualification Plan, ,

and the Contingency Plan have been transferred to new word processing '

equipment now in use at Iowa Electric. As a result of that transfer, pagination of the new and old texts does not correspond exactly.

However, the only changes are those noted in Attachment I and corrections of misspelled words.

Security Plan Change 21 addresses only concerns noted in NRC Inspection Report No. 50-331/89008, Open Item 89008-02. Security Plan Change 22 is now being prepared; it will incorporate additional editorial changes identified by our Security Department.

As specified in 10 CFR 50.4, we are sending the original transmittal letter and three copies, with four sets of enclosures.
