Dear Sirs:
Iowa Electric has made changes to the Duane Arnold Energy Center (DAEC) Security Plan and the DAEC Contingency Plan pursuant-to the provisions of 10 CFR 50.54(p)..
These changes constitute Security Plan Change 22, which has been reviewed in accordance with the requirements of 10 CFR 50.54(p). We have determined that this change does-not decrease the safeguards effectiveness of the Security Plan or the Contingency Plan.
This change incorporates into our Security Plan contingency plans for protecting against a land' vehicle carrying a bomb. The revised plan was implemented on November 6 1989 and is part of our response to NRC Generic Letter 89-07.
As specified in 10 CFR 50.4, enclosed are the original transmittal letter and three copies, with four sets of attachments.
In addition, two copies of the letter and attachments are being provided to the Region III office.
