Dear Sirs:
Iowa Electric has made changes to the Duane Arnold Energy Center (DAEC) Security Plan and the DAEC Contingency Plan pursuant-to the provisions of 10 CFR 50.54(p)..
These changes constitute Security Plan Change 22, which has been reviewed in ,
,, accordance with the requirements of 10 CFR 50.54(p). We have determined that this change does- not decrease the safeguards effectiveness of the Security Plan or the Contingency Plan.
This change incorporates into our Security Plan contingency plans for protecting against a land' vehicle carrying a bomb. The revised plan was implemented on November 6 1989 and is part of our response to NRC Generic Letter 89-07. ;
As specified in 10 CFR 50.4, enclosed are the original transmittal letter and ,
three copies, with four sets of attachments. In addition, two copies of the :
,.- letter and attachments are being provided to the Region III office.
