Dear Mr. Collins:

IES Utilities is revising the Security Plan for the Duane Arnold Energy Center (DAEC) to improve flexibility in the deployment of Members of the Security Force. These changes are contained in Security Plan Change No. 39 (SPC-39).

This letter transmits SPC-39. These changes have been reviewed pursuant to 10 CFR 50.54(p). We have determined that none of the changes decreases the safeguards offe' ctiveness of the DAEC Security Plan.

A Description and Evaluation of the changes are contained in Anachments 1 and 2, respectively. An=^hmant 3 is the revised DAEC Security Plan.

A previous Security Plan Change (SPC-38), submitted by the referenced letter, described some temporary security measures and stated that those measures would be in place until the end ofJanuary 1999. This letter is also informing you ofweather-related construction delays that will necessitate those temporary , security measures remaining in place until April 30,1999. At that time, the permanent barriers will be restored and the temporary measures will no longer be required. The Addendum has been revised and is included as  ;
