Dear Sirs:
Iowa Electric has made changes to the Duane Arnold Energy Center (DAEC) Security Plan and the DAEC Contingency Plan and developed an addendum to the DAEC Security Plan pursuant to the provisions of 10 CFR 50,54(p).
These changes are reflected in Security Plan Change number 24 and have been reviewed in accordance with the requirements of 10 CFR 50.54(p),
We have determined that none of the changes decreases the safeguards effectiveness of the Security Plan or the Contingency Plan.
A copy of our evaluation is attached.
Change 24 incorporates editorial changes and changes made to the main plant Perimeter Intrusion Detection System at the DAEC as well as responding:to the comments included in Reference 1.
An addendum to the Plan is also included which describes the scope of upgrades and schedule for completing the upgrades at the Intake Structure as r: quested in Reference 2.
As-specified in 10 CFR 50.4, enclosed are the original transmittal letter and three copies, with four sets of attachments.
In addition, two copies of the letter and attachments are being provided to the Region III office.
