lowa Electric has made changes to 'the Duane Arnold Energy Center (DAEC) Security

' Plan and.the DAEC Contingency Plan pursuant to the provisions of 10 CFR Part-50.54(p).

!These changes are reflected in Security-Plan Change number 23 and'have been reviewed in:accordance'with the requirements of 10 CFR Part 50.54(p). We have determined that none of the changes decreases the safeguards effectiveness of the. Security Plan' or the Contingency Plan.

A copy of our evaluation is attached.

on the Perimeter Barrier' surrounding the DAEC Protected Area.

As specified in 10 CFR.Part 50.4, enclosed are'the original transmittal letter-
