I Attachment to NG 89-3083 RESPONSE TO NRC GENERIC LETTER 89 07 i

NRC Generic Letter 89 07 requests that nuclear power plant licensees develop contingency plans for protecting against attempted sabotage involving a land vehicle bomb. These actions should be included in a utility's Contingency Plans for its nuclear units.

We have developed these plans for the Duane Arnold Energy Center (DAEC) using guidance from NVREG/CR-5246, "A Methodol-ogy to Assist in Contingency Planning for Protection of Nuclear Power Plants Against Land Vehicle Bombs." The follow-ing summarizes the methodology used to develop our contingency plan.

1. Vital equipment were identified using our Station Blackout safe shutdown equipment list.
2. Safe standoff dittances from the identified vital equipment were determined using the guidance from NUREG/CR-2462, " Capacity of Nuclear Power Plant Structures to Resist Blast Loadings."
3. Contours of the terrain surrounding the plant were reviewed to identify possible off-road approaches and existing natural barriers.
4. Installation of temporary barriers was chosen as the most effective protective measure to be taken quickly to prevent land vehicles from traveling within the calculated safe standoff distances. Locations for such installation have been identified.
5. Our Contingency Plan has been revised to identify the responsibilities and actions to be taken by DAEC security, operations, and maintenance personnel in the event of a threat involving a land vehicle bomb.
