Dear Mr. Hind:

This letter is in response to your request for information concerning an allegation received and investigated by towa Electric. The allegation concerned a contract supervisor failing to meet criteria for continued unescorted access to vital areas.

We received unsubstantiated information on Aoril 4, 1986 that a badaed contract supervisor had been convicted of a felony approximately 12 years orior.

TLis information was later confirmed and authorization for unescorted access was terminated on April 21, 1086 The time period between April 4th and April 21st was used to confirm the information and to evaluate a report from the individual's attorney that his record was beinq expunged of the charges. We believe the individual's record will be expunged but it did not appear action would be taken in a timely manner. Therefore a decision was made to terminate his authorizatoin for unescorted access ultimately because DAEC procedures prohibit permitting unescorted access to convicted felons.

The individual had been granted unescorted access to the Duane Arnold Energy Center (DAEC) based on a letter from his employer that he had three years continuous employment with no indication of emotional instability or aberrant behavior. This method of screening is and has been an accepted practice.

We do not believe any threat to DAEC Se arity existed during the period this individual had access to plant vital areas (Dec. 12, 1984 to April 21,1986). He was assioned to supervise maintenance and construction work during this period.

The nature of the work is such that he was not routinely working alone. Mainten-ance and construction activities require post-maintenance / construction testing to demonstrate system operability. Supervisors from the contractor and Iowa Electric both reported that this individual was a reliable employee and there was-l no reason to question his motives.
