REQUEST FOR ADDITIONAL INFORMATION REGARDING POINT BEACH NUCLEAR PLANT OFFSITE DOSE CALCULATION MANUAL (0DCM),

REVISION 1 (TAC NOS. 69805/69806AND61628/61629)

' By letter dated October ~ 6,1988, Wisconsin Electric Power' Company. (the licensee). forwarded detailed responses to questions raised by the Comission's review of the Point Beach Nuclea_r Plant ODCM, Revision 1, wh.ich had been-previously submitted to the licensee on May 12, 1988.- The licensee's-October 6, 1988 letter stated, "...we plan to submit the next revision of the ODCM along with our next scheduled Semiannual Monitoring Report in early 1989." This latter report, forwarded by letter dated February 27, 1989, states, "No changes were made to the PCP or ODCM during this reporting period."

The-importance of the ODCM as a stand-alone document of licensee comitments .

for radiological effluents and environmental monitoring has been emphasized by the: publication of Generic Letter 89-01, dated January 31, 1989. - The generic  !

-letter established the mechanism for transferring the procedural details of a licensee's Radiological Effluent Technical Specification (RETS) to the ODCM in fulfillment of the Comission's Policy Statement on. Technical Specifications Improvements. .In view of this development, it is essential that outstanding questions regarding a licensee's current ODCM be resolved.

Therefore, it is requested that within 23eeks of receipt of this letter the licensee provide the Comission witn a complete, legible copy of the current Point Beach Nuclear Plant ODCM presently in use at the plant. This

" complete ODCM" would include the licensee's Radiological Environmental-MonitoringManual(REMN). If this current ODCM does not. include the changes comitted.to by the licensee in the October 6,1988 letter, it is requested -

that the licensee provide the reasons why the changes have not'been made and a schedule for their implementation.
