This letter is to inform you that an emergency operating procedures inspection will be conducted at the Point Beach Nuclear Plant on June 19-30, 1989.
For planning purposes, we have enclosed a preliminary inspection schedule. The inspection team plans on arriving onsite at approximately 0700 and will work until approximately 1700 daily, except Sunday.
During the inspectic.1, the inspection team will require a reasonably quiet room with tables and chairs for 8 people and a telephone. This room may be inside or outside the protected area. However, the inspectors must have ready access
-to both units.and should be in close proximity to your emergency operating procedures, WOG emergency response guidelines, 3rocedures generation package, setpoint documents, deviation documents, and otler supporting documentation required by NUREG 0737, Supplement 1, and NUP.EG 0899.
The first phase of the inspection will be a desk-top review of the aforementioned documents and will include a review of your 50.59 analysis for safety significant deviations.
During the desk-top review, we will periodically require the services of your E0P developer to supply answers and documentation to resolve questions.
The second phase of the inspection will be walkdowns of select E0Ps and off-normal procedures. During the control room and remote shutdown panel portion of the walkdowns, we will need the services of licensed SR0/R0s. During the inplant portion of the walkdowns, we will need the services of auxiliary / equipment operators or R0s that had been certified as auxiliary / equipment operator. As art of the E0P walkdowns, the team will review your environmental impact study p(radiation and temperature) to verify that the operators can safely operate the valves, switches, and equipment specified in the Point Beach E0Ps during a worst-case scenario.
The third phase of the inspection would be to exercise select E0Ps on a simulator.
As you presently use the Kewaunee simulator we would request that if possible time be scheduled on the Xewaunee simulator to evaluate the E0Ps. During the simulator scenarios, we would need the services of a minimum operating crew 8906010279 890525 p7 DR ADOCK 0500 6

(Tech. Specs.) from the facility and the simulator operators. This phase of the inspection would'be eight hours in duration and would be split into two 4-hour sessions. Simulator time may be scheduled any time at your option, on one of the dates indicated on the attached schedule.
If simulator time can not c
be scheduled, then this phase of the inspection would be accomplished through extended Control Room walkdowns. As part of this phase of the inspection whether the simulator is available or not, the team will review-your training program, lesson plans, training records, and observe training in progress.
In addition, the team will review QA audits, including' corrective actions, of your E0P program; and our Human Factors Specialist will interview approximately 10 users / developers of your E0Ps. The breakdown of interviewees is as follows:
3-4 SR0s, 3-4 R0s, 1-2 auxiliary / equipment operators, and 1-2 developers of your E0Ps.
The enclosure contains a listing of documents that we require so that we may prepare for the forthcoming inspection.
It is requested that this material be shipped in a timely fashion so that it arrives in the Region III office by June 5, 1989.
