Dear Mr. Liparulo:
By Wisconsin Electric's (WE's) application for amendment dated June 22,1999, and Westinghouse Electric Company's affidavit dated May 14,1999, executed by J. S. Galembush, WE submitted WCAP-14787, " Westinghouse Revised Thermal Design Procedure Instrument Uncertainty Methodology for Wisconsin Electric Power Company, Point Beach Units 1 and 2 (Fuel Upgrade & Uprate to 1656 Mwt - NSSS Power)," dated April 1999, and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. A nonproprietary version was submitted for placement in the NRC public document room.
The affidavit stated that the submitted information should be consict
- xempt from rnandatory public disclosure for the following reasons:
1.
The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies.
2.
Its use by a competitor would reduce his expendit6re of resources or improve his competitive position in the design, manufacture, sh!pment, installation, assurance of quality, or licensing a similar product.
3.
The information is part of that which will enable Westinghouse to (a) provide documentation of the analysis and methods for determining operating parameter i
uncertainties, (b) calculate information which is used in the thermal analysis of the Q
nuclear fuel, and (c) assist the customer in obtaining NRC approval. Westinghouse plans to sell the use of similar information to its customers for purposes of meeting NRC
/(M requirements for licensing documentation and sell support and defense of the technology to its customers in the licensing process.
