Gentlemen:

This refers to the special safety inspection conducted by Mr. G. Shear of this

office on May 22-25, and June 14, 1989, of activities at Point Beach Nuclear

Power Plant, Units 1 and 2 authorized by NRC Facility Operating Licenses-

Nn. DPR-24 and No. DPR-27, and to the discussion of our findings with

Mr. J. J. Zach and others of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. However, we are concerned that the Exercise Weakness from the

March 15,1989 exercise (0 pen Item No. 266/89008-02) was not adequately

addressed by you. Your letter of May 10, 1989, in response to Inspection

Reports No. 50-266/89008 and No. 50-301/89008 indicated that you did not

believe that the identified Exercise Weakness was a generic problem and

therefore you did not propose to take corrective action addressing this

aspect of the weakness. During this inspection, as a result of walkthroughs

and interviews of PBNP staff, it appears that this problem is of a more

generic nature than you indicate. The walkthroughs and interviews of the

Health Physics and Chemistry personnel indicated that their understanding of

the areas related to the Exercise Weakness was no better than the individuals

involved in the March 15, 1980 exercise. We are concerned that your training

program may not be training personnel as well as intended.

Please respond to

this letter within 45 days with corrective actions planned or taken to address

this concern regarding the Exercise Weakness.
