SUBJECT: NRC INSPECTION REPORT 50-266/99005(DRS); 50-301/99005(DRS)

Dear Mr. Reddemann:
On March 12,1999, the NRC completed an inspection at your Point Beach Nuclear Plant. The
inspection included an assessment and evaluation of engineering support, design change, and
modification activities including 10 CFR 50.59 evaluations and screenings, as well as corrective
. action and internal assessment activities. Within these areas, we selectively observed activities
in progress, reviewed procedures and representative records, observed plant conditions, and
discussed activities and concerns with members of your staff. The enclosed report presents the
results of that inspection.
Overall, our inspection results indicated that your engineering and problem identification and
correction activities at the Point Beach Nuclear Plant were acceptable and had improved. With
few exceptions, the 10 CFR 50.59 safety evaluations, modification packages, calculations, and
operability determinations reviewed were of good quality, in addition, the quality assurance
audits and engineering department self-assessments were effective in identifying significant
programmatic weaknesses in the engineering area. Although you were identifying problems at
an appropriate threshold, the timeliness of corrective actions remain a concern. We are aware
of your recent actions to prioritize condition reports and the engineering backlog, and to provide
station personnel with management's expectations regarding timeliness of resolving issues. ,
Based on the results of this inspection, the NRC has determined that one violation of NRC
. requirements occurred. This violation is being treated as Non-Cited Violation (NCV), consistent
with Appendix C of the Enforcement Policy. This NCV is described in the subject inspection
report. If you contest the violation or severity level of this NCV, you should provide a response
within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear
Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with a
copies to _t he Regional Administrator, Region lil, and the Director, Office of Enforcement, United -
States Nuclear Regulatory Commission, Washington, DC 20555-0001.
