POINT BEACH INSPECTION REPORT 50-266/99008(DRP); 50-301/99008(DRP)

Dear Mr. Reddemann:

This refers to the inspection conducted from April 11 through May 27,1999, at the Point Beach

Nuclear facility.

During the inspection period, secondary system equipment failures and malfunctions

challenged plant operators. Response to these failures placed a burden on the resources of

the facility. Resources thus diverted were not available to address long-term equipment and

.

program upgrades. As you indicated at the exit meeting for this report, routine plant

engineering and maintenance efforts should be focused on identifying vulnerabilities and

preventing failures, so that other resources are not diverted from safety significant equipment

and program upgrade projects.

Operator crew response to equipment-induced challenges was generally good. The handling of

a steam plume la the Unit 1 turbine building was particularly good. The crew responded to tne

abnormal condition by placing the plant in a safe condition in accordance with the symptom-

based emergency operating procedures and a conservative operating philosophy. This

response effectively ensured that the public health and safety could not be affected by the

,

observed condition, regardless of the initiating equipment failure.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
