231 West Michigan Stroot Milwaukoo, WI 53201 SUBJECT POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - NUCLEAR QUALITY ASSURANCE PROGRAM CHANGES (TAC NOS. MA4248 AND MA4

Dear Mr. Sollmua:

By lotters dated November 16,1998, and November 30,1998, Wisconsin Electric (WE) submitted proposed revisions to the Nuclear Quality Assurance Program implomonted at Point Beach Nuclear Plant (PBNP) Units 1 and 2. The changes were submitted in accordance with the requiroments of 10 CFR 50.54(a)(3). WE determined that the proposed changes include reductions in commitments and thorofore submitted them for NRC approval.

The proposed changos consist of reassigning the reporting requirements of the Non-Destructivo Examination (NDE) Servicos group from the Nuclear Assuranco Manager to the Engineering Programs group in the corporate officos of Milwaukoo. The proposed changes would also deloto the discussion of the NDE Services responsibilities of the Nuclear (Quality)

Assuranco Manager on Final Safety Analysis Report (FSAR) page 1.4-6 and would reviso FSAR Figure 1.4-1 to reflect ' hat the NDE Services group no longer reports to the Nuclear Assuranco Manager. Another proposed change consists of revising Quality Verification's (OV) responsibilities for tracking deficienclos identified during audits, surveillancos, and work monitoring reports to be required only for quality assurance program deficienclos.

The staff has revlowed the reduction in commitmont submittals in accordance with 10 CFR '

50.54(a) and determined that the changes are acceptable in that the quality assuranco program continues to moet the requirements of Appendix B to 10 CFR Part 50. A summary of the staff's ovaluation is onclosed.
