NRC INSPECTION REPORT 50-266/99014(DRS); 50-301/99014(DRS)
. Dear Mh Reddemann:
On July 30,1999, the NRC completed an inspection of the physical protection program at your
Point Beach Nuclear Plant. The enclosed report presents the retuits of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

- the inspection consisted of a selective examination of procedures and representative records,
l
observation of performance, and interviews with staff. The objective of the inspection effort was
to determine whether activities authorized by the license were conducted safely and in
!
accordance with NRC requirements.
Based on the results of this inspection, no cited violations of NRC requirements were identified
and the overall effectiveness of your security program continued to be sound.' We noted that
security management's efforts to increase staffing resulted in a significant reduction in the
amount of overtime required to maintain security operations and that this effort greatly improved
'the working environment for security force members.
We also noted that your schedule to replace the existing security computer system has been

delayed. At the time of the inspection, we understood that the delay was for a period of

- approximately two months. Subsequent to the inspection, your staff has informed us that the
delay period has been reduced to approximately one month. The delay was of concern to us
because it is our understanding that the current security computer is not Y2K compliant. It is
!-
our understanding that the new computer will be Y2K compliant and will be fully operational
prior to the end of this year. Your staff's cooperation with us during this inspection was
appreciated.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the
