This refers to the inspection conducted on July 14 through August 30,1999, at the Point Beach
Nuclear facility.

During this period, the plant was operated in a safe manner. Operators responded well to
problems with a Unit 1 instrument air leak and a Unit 2 turbine governor valve position
tiisiomuon. . There were, however, several indications of inattention to detail and poor program
documentation. Examples included the mispositioning of the Unit 2 control rod control selector
switch by an operator and the absence of clear program guidance for measuring the reliability
of the station blackout gas turbine generator auxiliarp support systems. None of the problems
identified during this period had any direct safety consequence, and each was appropriately
entered into your corrective action program for evaluation and resolution.
Based on the results of this inspection, the NRC has determined that one violation of NRC
requirements occurred. This violation is being treated as a Non-Cited Violation (NCV),
consistent with Appendix C of the Enforcement Policy. The NCV is described in the subject
inspection report. if you contest the violation or severity level of the NCV, you should provide a
response within 30 days of the date of this inspection report, with the basis for your denial, to
the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC
20555-0001, with a copies to the Regional Administrator, Region lil, and the Director, Office of
Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
