SUBJECT: NRC RADIATION PROTECTION AND CHEMISTRY INSPECTION REPORTS

50-266/99007(ORS); 50-301/99007(DRS)

Dear Mr. Reddemann:

On February 19,1999, the NRC completed an inspection of the radiation protection and I

chemistry programs at your Point Beach Nuclear Plant. The results of this inspection were l

discussed on that date with you and other members of your staff. The enclosed report '

presents the results of this inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety, to compliance with the Commission's rules and regulations, and with the

conditions of your license. The inspection consisted of a review of the water chemistry control

program, instrument and laboratory quality control program, quality assessments of chemistry

activities, chemistry technician training and performance, and the control room engineered l

safety feature filtration system. Within these areas, the inspection consisted of a selective i

oxamination of procedures and representative records, observations of activities and

equipment material condition, and interviews with personnel.

Although no violations of NRC requirements were identified, three weaknesses in the

chemistry program were identified. The first weakness involved not performing analytical

instrument inter-laboratory cross checks between April 1998 and January 1999. Discontinuing

this program resulted in the loss of an independent verification of the precision and accuracy

of analysis data. Although the decision to suspend the program may have been justified

based on station resource constraints, the associated procedure was not amended, and the

basis for the decision was not documented. The second weakness involved the lack of

documenting corrective actions or reasons for a chemical parameter exceeding the contr'o l

limit. The third weakness involved not documenting corrective actions taken when instrument

quality control limits were exceeded or evaluating quality control data for trends and biases. 4

The second and third weaknesses were previously identified in an inspection performed in

1997 and corrective actions have not been implemented. We will review your actions to

address these chemistry program weaknesses during a future inspection.  ;

Primary and secondary system water quality remained good. The chemistry quality assurance

and technician training programs were well implemented. Technicians were knowledgeable

regarding procedures and sampling techniques and exhibited good radiation worker laboratory

practices. The control room engineered safety feature filtration system was maintained in

good material condition and tests were performed at the required frequencies.
