Gentlemen:

This refers to the special safety inspection conducted by an NRC Emergency

Operating Procedure Inspection Team on June 19-30, 1989, of activities

at Point Beach Nuclear Plants, Units 1 and 2, authorized by NRC Operating

Licenses No. DPR-24 and No. DPR-27 and to the discussion of our findings

with Mr. G. Maxfield and others of your staff at the conclusion of the

inspection and subsequent discussion with Mr. T. Staskal of your staff on

July 26, 1989.

.The purpose of this inspection was to verify that your E0Ps are technically

correct; that their specified actions can be accomplished using existing

equipment, controls, and instrumentation; and that available procedures have

the usability necessary to provide the operator with an effective operating

tool to place the plant in a safe shutdown condition.

The enclosed copy of our inspection report ideatifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection a violation of 10 CFR Part 50, Appendix B, Criterion VI

was identified relating to your failure to provide control of the E0Ps and their

basis documents consistent with the control over their original generation and

their importance to safety. Since you had also identified this concern in a

recent internal audit and were in the process of implementing corrective

action, no Notice of Violation is being issued.in accordance with the

criteria of 10 CFR Part 2, Appendix C, Section V.A.

Subsequent to this 'nspection a potential concern was identified relative

to a transition out of E0P-0, " Reactor Trip or Safety Injection," prior to

completing the immediate action steps with a potential for not returning to

complete these steps. This concern is described in Paragraph 6 of the

attached Inspection Report and was discussed with a member of your staff via

telephone on July 26, 1989. This potential deficiency in your E0Ps resulted

from the re-sequencing of steps from that given in the " Emergency Resp (onse

Guidelines," and underscores our concerns addressed in Paragraphs 2.c 1)(a)

and 2.c.(1)(c) of the attached Inspection Report.
