Dear Mr. Fay:

SUBJECT:

CONTAINMENT LINER LEAK CHASE CHANNEL VENTING (TAC NOS. 63152 AND 63153)

On July.24, 1986, Wisconsin Electric Power Company (WEPC0) submitted a request to qualify the containment liner leak chase. channels as an integral part of the containment liner plate. The staff has reviewed your request along with the additional information submitted on May 9, 1989 in response to a request for additional information.

Based on our review of the information submitted, the staff has concluded that the containment liner leak chase channels, as built, meet the intent.of the ASME B&PV Code,Section III. Therefore, the staff concurs'with WEPC0 that it is not necessary for the Point Beach Nuclear Plant to vent the containment liner weld leak chase channels during a containment integrated leak rate test. ' Visual inspections required by

) 10 CFR Part 50, Appendix J, Section V.A prior to any Type A test will include those readily accessible portions of the containment liner leak chase channels.as well.

Sincerely, Warren H. Swenson, Project Manager Project Directorate III-3 Division of Reactor Projects - III, IV, V and Special Projects Office of Nuclear Reactor Regulation
