SUBJECT: NRC INSPECTION REPORTS 50-266/99003(DRS); 50-301/99003(DRS) l

Dear Mr. Reddemann:

On January 15,1999, the NRC completed a physical security inspection at your Point Beach .

Nuclear Power Plant. The enclosed report presents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records, i

observation of performance, and interviews with staff. The objective of the inspection effort

was to determine whether activities authorized by the license were conducted safely and in )

accordance with NRC requirements. i

Based on the results of this inspection, no cited violations of NRC requirements were identified  :

and the overall effectiveness of your security program was sound. The cooperation, l

communication and effectiveness of your security and maintenance staffs to ensure equipment

effectiveness has been successful. Equipment availability improved and was considered  !

. good. We noted a few problems relating to procedures or a lack of guidance describing

- specific processes, e.g. access authorization, which your quality assurance staff also noted in

their last audit. , Your steff's cooperation with us during this inspection was appreciated.

In accordance with 10 CFR 2.790 of the NRC's." Rules of Practice", a copy of this letter and the

enclosure will be placed in the NRC Public Document Room.
