This refers to the NRC's Systematic As:sssment of Licensee Performance (SALP 7)
Board Report for the Point Beach Nuclear Plant, and our meeting of June 27, 1989,
which discussed in detail the contents of the report and your written comments
dated July 17, 1989. relative to the report.
As we agreed during the meeting, Wisconsin Electric and NRC Management will
meet more frequently to discuss items of mutual interest. These meetings
should enhance future communications between our senior personnel.

Based on our in-depth discussions during the meeting on June 27, 1989, and our
thorough review and evaluation of your letter of response dated July 17, 1989,
we have reached the conclusion presented in the Appendix to this letter.
Issuance of the Appendix serves as the final step in our SALP assessment process.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal regulations, a copy of this letter with the
referenced attachments, will be placed in the NRC's Public Document Room.
No reply to this letter is required; however, should you have questions
regarding the SALP Report or Appendix thereto, please let us know and we will
be pleased to discuss them with you.
