231 West Michigan Street Milwaukee, WI 53201 SUBJECT POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - LICENSED OPERATOR STAFFING REQUIREMENTS (TAC NOS. MA2509 AND MA2510)
Dear Mr. Sellman:
By letter dated October 12,1998, Wisconsin Electric (WE) submitted a description of the revision of its Duty Technical Advisor (DTA) program to a Shift Technical Advisor (STA) program. In its letter WE requested NRC approval of its submittal prior to transitioning its new STA program. NRC approvalis not required for such a change. In its letter, WE stated that three of the STA candidates do not meet the Point Beach Nuclear Plant (PBNP) plant experience guideline as described by INPO 90-003," Guidelines for the Training and Qualification of Shift Technical Advisors." INPO 90-003 recommended experience guidelines state the following, in part:
Candidates should have at least one-year of experience in the operation or engineering support of a nuclear power plant, with at least six months of experience at the plant where they will serve as STAS.
The function of STAS is to provide engineering expertise to the on shift crew, in the event of a

plant transient or accident, the operating crew is expected to receive advice from the STA.
Therefore, it is good practice for the STA to have knowledge of engineering processes, expected responses of the facility, knowledge of plant layout and design, and capabilities of instrumentation and controls in the control room. The STA is the on-shift engineering expert and is not required by the NRC to have additional experience on site other than training time.
Given PBNP adherence to its own programs and procedures, NRC approvalis not required.
While a trained and qualified STA is on shift during normal operation, to act as a contributing member of the crew, STAS normally perform certain specific administrative functions. If the STA
