ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-425 Vogtle License No. CPPR-109 During the Nuclear Regulatory Commission (NRC) inspection conducted on December 8-12, 1986, a violation of NRC requirements was identified. The violation involved 'a Unit 2 auxiliary building miscellaneous steel platform connection (beam to column) that was not erected in accordance with the current approved as-built drawings. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement' Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50, Appendix B, Criterion V and the accepted Quality Assurance (QA)

Program (FSAR 17.1.5) collectively require that activities affecting quality be accomplished in accordance with prescribed approved instructions and drawings. Section 10 of GPC's Field Procedure DC-A-03, Revision 11, Change Requests and Notices, requires the field operations engineer to sign block 18 on Field Change Request (FCR) which in turn signifies that the FCR as-built work was complete in the field.

Contrary to the above, an NRC inspection conducted December 11, 1986, on the as-built condition of a Unit 2 auxiliary building structural steel platform connection (Reference Detail 7 of Drawing AX208G024 and FCR C-FCRB-8095, beam to column connection No. 46) identified the work documented to have been completed by FCR C-FCRB-8095 had not been accomplished. This is applicable to Unit 2 only.

This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

Georgia Power Company Docket No. 50-425 Vogtle 2 License No. CPPR-109 admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
