REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE Re: Millstone Nuclear Power Station, Unit No. 1 By letter dated July 31, 1986, Northeast Nuclear Energy Company (NNECO) submitted 27 copies of the Millstone Unit No.1 Integrated Safety Assessment Program (ISAP) Final Report. Your letter also requested that Appendix D of the ISAP Final Report be withheld from public disclosure as it is considered to be proprietary to Northeast Utilities Service Company (NUSCO).

The information in Appendix D of the ISAP Final Report contains the details of the ISAP attribute impact models for assessing and scoring the various l potential impacts of each of five attributes; public safety, personnel

! safety, plant economic performance, personnel productivity, and external l impacts. These models are the cornerstone of the ISAP prioritization process and are the main mechanisms by which NNEC0 evaluates and prioritizes

! plant modifications.

Attached to your July 31,1986 letter, is an affidavit executed by Richard T. Laudenat, the person designated for the preparation and review of proprietary information. In that affidavit, it is stated that:

(1) The information sought to be withheld represents a portion of extensive development efforts regarding a process to evaluate proposed plant modifications; (2) This is information of a type normally held in confidence by NUSC0; i (3) In determining whether information in a document or report is proprietary, NUSCO applies a set of criteria and standards; 8608190616 860813 PDR ADOCK 05000245 PDR P

We have reviewed the submittal and supporting affidavit based on the require-ments and criteria of 10 CFR 2.790 and have determined that the information contained in Appendix D of the Millstone Unit No.1.ISAP Final Report sought to be withheld contains proprietary comercial information.

It is our belief, pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended, that, at this time, the right of the public to be fully apprised of the subject information does not outweigh the need to protect NUSCO's competitive position.

Accordingly, we have determined that the information should be withheld from public disclosure. We, therefore, approve your request for withholding pursuant to 10 CFR 2.790 and are withholding the reports described above as proprietary.

'Jithholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the document. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also understand that the NRC may have cause to review this determination in the future, such as if the scope of a Freedom of Information Act request includes your information. In all review situations, if the NRC needs additional information from you or makes a determination adverse to the above, you will be notified in advance of any public disclosure.
