Dear Mr. O'Reilly:

As a result of a failure of motor operated valve RHR-759A, Carolina Power and Light Ocmpany (CP&L) notified your office on February 28, 1983, that specific procedures to test the motor operated valve torque switch settings would be in place by September 30, 1983.

Although most of the torque switch settings have been recorded, the specific

- procedures have not been developed due to cmmitting resources to other recent regulatory requirenents and because the Plant Operating Manual is in the process of being reorganized.

Procedures including the valve torque switch setting will be established as part of the re-developnent of the Maintenance Procedures Section of the Plant Operating Manual consistent with CP&L's emmitment to the long Term Inprovement Program.

When these torque switch setting procedures are developed, the torque switches will be checked as plant conditions permit. It is expected that incorporating these isolated cannitments into the re-developnent of the Plant Operating Manual will result in 'a better planned schedule and a more canprehensive manual.
