Dear Mr. O'Reilly:

On August 13, 1982, H. B. Robinson, Unit No. 2 submitted Licensee Event Report 82-009 which described the f ailure of motor operated valve RHR-759A and the corrective actions which are being taken to prevent recurrence of this event. Due to the work scope being larger than anticipated, it is necessary to revise the completion date.

As stated in the LER, specific maintenance procedures, which include the proper torque switch settings, are being developed for each safety-related motor operated valve. However, determining what the proper torque switch setting should be for each valve proved more difficult than anticipated. At present, a method has been developed to measure the thrust output of the motor operator and information on measuring equipment needed to implement this testing technique is being gathe' red. Initial requests for information from the valve vendors have been made, and that information is starting to arrive. This will provide data on the maximum and minimum thrust valves for proper valve operation. Specific procedures to implement the above test method are being developed and will be in place by September 30, 1983. Each safety-related motor operated valve will then be inspected and tested as Plant conditions permit, and the torque switch will be properly set with that setting being recorded on the motor operator calibration data sheet for future calibrations.

This effort will be completed by the end of the next refueling outage.
