Dear Mr. O'Reilly:

Carolina Power and Light Company (CP&L) provides this Special Report on the inoper-ability of a section of the fire water loop for more than seven days in accordance with Technical Specitication (T.S.) 6.9.3.9 pursuant to the requirements of T.S. 3.14.2.

At 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br />, on January 31, 1984, with the Plant in cold shutdown, a portion of the ten inch fire water loop was isolated to reroute it around the construction of a new building. Six hose stations described in the T.S. , seven non-T.S. hose stations, and two hydrants were inoperable when this portion of the water fire loop was isolated. In accordance with T.S. 3.14.4.2, back-up hoses were provided to cover the six hose stations described in the T.S.

This portion of the ten inch fire water loop was not returned to service within seven days as allowed in T.S. 3.14.2. because it did not pass 'its hydrostatic test after rerouting. Additional support for the rerouted fire water piping was provided, the system was satisfactorily hydrostatically tested, and this portion of the fire water header loop was returned to service at 1720 hours0.0199 days <br />0.478 hours <br />0.00284 weeks <br />6.5446e-4 months <br />, on Feb ruary 10, 1984.
