O LICENSE DPR-23 VIOLATION OF PLANT ADMINISTRATIVE PROCEDURES This letter reports a violation of Plant Administrative Procedures as required by Technical Specification 6.6.3.d.
At 1030 o'n March 27, 1973, a man was instructed to check for leakage in the reactor sump area. A Radiation Control and Test Technician accompanied him due to the high radiation levels involved (about 20 R/hr.).
As a result of this inspection and prior work for the morning, the cian received a total of 1282 mrem. When added to his prior quarterly exposure of 1021 mrem, a total quarterly exposure of 2303 mrem resulted.
This was in excess of the 2000 mrem quarterly limit which the man had been authorized to receive.
A Plant Nuclear Safety Committee meeting was held at 1800 on March 27, 1973, to consider this situation.
It was decided to control containment access during the remainder of the outage with Special Radiation Work Permits and to require that each man entering containment be informed and aware of his remaining dose. All RC&T technicians have been instructed on the importance of knowing the exposure limit and the exposure remaining of any individual working in their area.
