H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 DOCKET NO 50-261 LICENSE NO. DPR-23 30 DAY SPECIAL REPORT - FIRE BARRIER PENETRATIONS This report is submitted pursuant to Technical Specification TS 3.14.7.2.C and describes conditions which were present during the previous operating cycle (cycle 9).

Because of industry awareness regarding 10CFR50, Appendix R, Issues and Fire Protection in General, CP&L elected to perform an extensive fire barrier inspection program during the Steam Generator Replacement Outage..

As a result of an extensive CP&L fire barrier penetration inspection program, a number of deficient fire barrier penetrations were discovered. Specific examples include cable trays not sufficiently coated with flame retardant material at the barrier and unsufficient/ degraded grouting of penetration seals at the barrier.

Since HER2 is in cold shutdown and defueled, the provisions of TS 3.13.7.2 are not applicable for the majority of systems in the Plant. However, prior to startup, the subject fire barrier penetrations will be upgraded /dispositioned as necessary in the following order: penetration requirements delineated in TS 4.14.5 and penetrations associated with Appendix R III.G requirements.
