H. B. ROBINSON UNIT NO. 2 2bf LICENSE NO. DFR-23 SAFETY INJECTION ACCUMUIATOR VOLUMES

) BEIDW TECHNICAL SPECIFICATION REQUIREMENTS Recently, it was discovered that the water volume in the safety injection accumulators had at times been below the minimum required by the Technical Specifications. This violation was reported by telephone to Mr. Bill Siedle of DRO and to Mr. Norman C. Moseley of the same office by telegraph on August 6, 1973.

Due to an error in the original accumulator volume calculations supplied by the reactor vendor, the high and low level alarm setpoints had been incorrectly fixed. The incorrect setpoints were 15 percent for low Icvel alarm and 33 percent for high icyc1 alarm. To maintain the correct volumes,1cvels must be controlled within a range of 21.4 percent and 40.4 percent.

In the event that water icvels dropped below 21.4 percent this would have been a violation, however, at 15 percent the water volume would have been 99.3 percent of the lower Technical Specification limit. No violations should have occurred at the high end since an alarm would have sounded at 33 percent which is well below the correct high limit of 40.4 percent.

l Mr. John F. O' Leary August 9, 1973 New setpoint documentation has been reviewed and approved.

The new setpoint limits are 24 percent for low 1cyc1 alam and 38 percent for high icyc1 alam. This will initiate an alarm well before a violation occurs on either high or low icvels.
