PROMPT NOTIFICATION - CRDM VENT VALVE LEAK cl N

In accordance with Section 6.9.2 of the Technical Specifications for the H. B. Robinson Steam Electric Plant, Unit 2, the following event is reported:
On July 31, 1982, at approximately 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br />, the control rod drive mechanism (CRDM) for rod L-11 was observed to have steam coming from around the lifting ring on the top of the drive rod tube. This leak has been identified as coming from the 1/4-inch vent valva at the top of the CRDM.
The plant was at hot shutdown returning from a refueling outage at the time of discovery and cooldown was commenced. On August 3, 1982, this event was identified as an abnormal degradation of a reactor coolant pressure boundary and is being reported pursuant to Technical Specification 6.9.2.a.3.
NRC Region II and Mr. B. J. Furr, Vice President - Nuclear Operations, were notified of this event on August 3,1982.
