20555 H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO.'2 DOCKET NO. 50-261 LICENSE NO. DPR-23 INFORMATION REPORT ON MODIFICATION AFFECTING FIRE BARRIER PENETRATION SEAL Gentlemen:

l The purpose of this letter is to inform the NRC of Carolina Power and Light Company's intent regarding work which will affect equipment covered under the Plant Fire Protection Technical Specifications..Specifically, in order to accomplish upgrade of the Reactor Auxiliary Building Ventilation System, two fire barrier penetration seals will be required to be'out of service for longer than the seven days allowed in Technical Specification 3.14.7.2 (c).

The seals affected are.1)Ltlw. Pipe Alley access to the Spent Fuel Pit Pump Room, and 2) the RHR Pump. Pit hatch blocks over RHR Pumps.

(See attached sketch'.)

These fire penetration seals are planned to be removed from service July 17 thru August 4, 1989, in order to allow access for the ventilation system modification. The work is scheduled to be performed twenty-four hours a day until the penetration seals are returned to service.

Additional fire barrier penetrations will be made in the wall separating the RHR Pump Pit and the Fuel Handling Building. These penetrations will house return air ductwork for the Auxiliary Building ventilation system.

It is not expected that the penetrations will exceed the Technical Specification Action i

Statement. However, if they do because of inadvertent delay, the compensating actions will continue until the penetrations are returned to service.

l With the penetration fire barriers inoperable, the compensatory actions required by Technical Specification 3.14.7.2 will be taken.
