CAROLINA POWER & LIGilT COMPANY SHEARON HARRIS NUCLEAR POWER PLANT 1985 900,000 KW - UNITS 1 & 2 DEFECTIVE WELDS ON 480V SWITCHGEAR, PURCHASE ORDER NY-435171, ITEM 104 '

Dear Mr. O'Reilly:

On October 14, 1982, Mr. C. Hehl of the NRC was notified of a potentially reportable i item per the provisions of 10CFR50.55(e). The 480 volt switchgear from the vendor (Brown-Boveri) contained weld deficiencies. In addition, we incorrectly identified the item as potentially reportable per 10CFR, Part 21. The item only has the poten-tial of being in violation of 10CFR50.55(e) since we did not accept the switchgear here on site.

On November 12, 1982, we informed you that an evaluation of the welding would be complete by the later part of December and requested an extension until January 7, 1983 for completing the reportability evaluation. Since November, we have been working closely with the vendor and have performed a 100 percent reinspection of the switchgear and termination cabinet portions of the switchgear. In both of these sections deficient welds were identified and subsequently evaluated as being acceptable as-is. The transformer section was then investigated and the welding on the windings is presently being evaluated. Since the transformer section of the switchgear is still being evaluated, we would request an extension until March 4, 1983 for submitting a report on the reportability of this item.

Thank you for your consideration in this matter.

Yours very truly, g dW R. M. Parsons Project General Manager Shearon Harris Nuclear Power Plant RMP/sh cc: Mr. G. Maxwell (NRC-SHNPP)
