Dear Sir,

In accordance with the requirements of Title 10, Chapter 10, Code of Federal Regulations, Part 21, IMO Delaval Inc. hereby notifies the Commission of a potential defect in a component of a DSR or DSRV Standby Diesel Generator.

There exists a potential problem with certain engine control devices in the air start, lube oil, Jacket water systems and crankcase systems.

IMO Delaval has supplied DSR and DSRV engines with this potential defect to the following sitest UTILITY SITE SERIAL NO.

l In response to a number of field reported failures, IMO Delaval l

performed an audit of Calcon's manufacturing facility on April 1

21, 1988.

US Nuclear Regulatory Commission Quality Assurance program with regard to product testing there is no objective evidence of product testing having been per-formed.

This, coupled with the recent reported field failures places the reliability of the above noted components in question.

Failure of these devices in a safety related system may render the diesel engine-generator inoperable.

IMO Delaval recommends that all of the above referenced compo-nents in on-site warehouse storage be returned to IMO Delaval for inspection and test.

Devices already installed and operating in their respective systems have demonstrated their reliability.

While we do not recommend removal and return of these installed components, we do suggest a surveillance plan be developed and implemented within the individual site operating / maintenance pro-grams.

IMO Delaval will perform source inspection on all safety related components prior to shipment until such time that a reaudit con-firms full Quality Assurance program implementation.

We are also working with Calcon to investigate and determine the cause of the recorded field component failures.

It is important to note that new management was in place at Cal-con approximately two (2) weeks prior to our audit.

It was noted at the time of the audit that measures were being taken to return product quality and reliability to its previous high level.

The above referenced inspection / test program has the full support of Calcon.

A copy of this letter will be sent to all of the sites referenced in paragraph 2 of this letter as indicated by the carbon copy list.

Our evaluation of this matter was concluded on April 27, 1988.
