Dear Sir:
In accordance with the requirements of 10 TR, Part 21, Krueger Division of Philips Industries Inc. (Krueger), 2620 N.
Flowing Wells Road, Tucson, Arizona 85705, is reportirg discovery of a technical noncompliance with certain material certifications furnished with respect to aluminum extrusions used in certain equipment sold for nuclear power plant application.
On July 23, 1986, durin0 a follow-up audit by Intermech, Inc. (Krueger's customer) for the South Texas Project, it was discovered that certain aluminum equipment, i.e.,
grilles, registers and diffusers (Models 580H, 56880, SSH and 5880V) fabricated from aluminum required to meet ASTM-B 221 had almost certainly been shipped by Krueger without tensile tests as required by the ASTM Standard.
Subsequent to the above audit, a further review was conducted immediately by Krueger to determine whether tensile tests had, in fact, been performed, and whether like conditions existed with respect to similar products at other nuclear sites where Krueger had supplied these aluminum products.
On July 25, 1986, it was determined that a technical noncompliance on certain aluminum material certifications existed.
Notification of this noncompliance was, therefore, given to Mr. Young of the Region V, Walnut Creek, California office per telecon by our Mr. R. Davis, Quality Assurance Manager.
The noncompliance discovered was that tensile tests required by ASTM-B 221 were not available for every 1,000 pounds (or portion thereof) of extrusions used in the aluminum products shipped.
Numerous tensile tests were, however, available.
In every case, the tested extrusions exceeded the tensile requirements of ASTM-B 221.
In addition, chemical corrparisons conducted on all aluminum used to date showed that all of the chemical requirements of ASTM-B 221 were met.
Attachment I to this letter identifies the affected jobsites by location.

i Director August 1, 1986 Page 2 Krueger is requesting that its affected customers evaluate the aluminum products furnished by Krueger for location in plant, intended service and actual seismic stresses to determine whether those products can be used as is.
If use-as-is condition is found to be unacceptable, Krueger will, as required, test one aluminum product from each heat number for which tensile tests were not performed.
Attached is a copy of the letter which will be sent to each affected site describing this noncompliance situation.

Tensile Tests on Alumints (Models 580H, 56880, SSH and 5880H)
It has recently come to our attention that tensile tests (required by ASTM-B 221) on aluminum extrusions were not conducted on all altninum furnished for subject models.
l Krueger Division recommends that an evaluation be performed to determine service conditions and actual seismic stresses for possible use-as-is.
Chemical comparisons conducted show that all material furnished to your job-site meets the requirements of ASTM-B 221.
Additionally, the numerous tensile tests which were conducted show the material in all cases to exceed ASTM-B 221 tensile requirements.
This information indicates that the aluminum material contained in the subject models identified above, if tested, would fall well within the tensile requirements of ASTM-B 221.
We believe this reasonably justifies use of the products as is.
In the event a use-as-is condition is found to be unacceptable, please contact us at once.
Krueger Division has notified the Nuclear Regulatory Commission of this situation in accordance with the requirements of 10 TR, Part 21.
