Generic Letter 83-28, Item 4.5.2 required you to confirm that Millstone 2 is designed to. permit periodic on-line testing of the Reactor Trip System and, if not, to justify not making modifications to permit ruch testing. By letters dated November 8,.1983 and April 2,1987 you have stated that the plant is designed to permit,the-required periodic on-line testing of the Reactor Trip System and that.this testing will include independent verification of the operability of the shunt and undervoltage trip features.

Our review of this'information has determined that your responses are acceptable for. resolving this issue. Our associated Safety Evaluation and cu-contractor's associated technical evaluation report are enclosed. This action resolves Item 4.5.2.
