MODIFICATION OF ACCEPTANCE CRITERIA FOR SURVEILLANCE LEAKAGE TESTS ON DRYWELL PUP.GE AND VENT VALVES WITH RESILIENT SEALS (TAC 65810)

On July 30, 1986, Detroit Edison Company (DECO) requested modification to Section AT-8 (and its associated acceptance criteria) of the Inservice Testing Program for pumps and valves via replacing the current 120% of the previous Type-C test result criteria with that of ASME Section XI, 1980 Edition, Winter 1980 Addenda, paragraph IWV-3427(b).

The 120% value stemmed from a DECO commitment that was reflected on page 6-3 of Supplement Number 1 of the Fermi-2 SER dated September 1981. The staff has reviewed your request and has determined that the 20% increase criterion was not a staff requirement but was in response to a staff request to establish i replacement criteria for the seals on the purge and vent valves. We concur '

that this value may be overly restrictive; therefore, the staff finds your requested modification accomplishes the original purpose without imposing unnecessary seal replacement. Consequently, the staff finds your proposal acceptable and considers TAC 65810 closed.
