INSERVICE INSPECTION RELIEF REQUEST (TAC NO. 65325)

The enclosed safety evaluation (SE) addresses relief from ASME Code require-ments for inservice inspection (ISI) of the Millstone Unit 3 pressurizer support skirt-to-shell weld. Your request for relief from ASME Code require-ments was submitted by letter dated March 18, 1987, as supplemented by letter dated August 5, 1988.

Based on the review sumarized in the enclosed SE, the staff concludes that the relief granted and alternate inspection imposed through this docurrent give reasonable assurance that the continued weld integrity intended by the Code will be satisfied. In this regard, the licensee has provided acceptable ,

information concerning the proposed alternate inspection as required by 10 CFR 50.55a(a)(3). Additicnally, there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner. Therefore, in accordance with 10 CFR 50.55a(g)(6)(1), we find the relief requested may be granted. The relief is authorized by law and will not endanger life or property or the comon defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
