Dear Dr. Bryan:

,.cyM bb This will refer to your letter of 15 August enclosing Amendment No. 4, dated August 9, 1963, to the facility license application f rom Pacific Gas and Electric Company for the proposed nuclear power reactor at Bodega Bay, California. This also refers to the letter f rom Dr. E. G. Case, dated l 30 August 1963, asking for written suggestions as to the necessary amplifica-tion of the above-mentioned amendment.

Because of the shortage of secretarial assistance, I was unable to get this to you at the time that I had expected. I trust that it will not arrive too late.

The further clarification that I think is required involves the following items:

1. The design spectra, described on page 2 of Amendment No. 4 refers to Fig.10, Appendix V, of the PHSR, converted by multiplying by the f actor 2.7. However, Fig.10 is rather crudely drawn, particularly in the low f requency end where the values are of importance in the design of some of the elements that will be involved. In my opinion, the values for periods of the order of less than 0.2 sec. may be grossly underestimated. I believe that the amendment should give the final values, after multiplication by the appropriate factors, and should give accurate curves for the actual values l of damping specified. in other words, I should like to see, sketched accurately on a graph where one can read values for short periods, the actual design i curves for the specified values of damping factors selected, so that one does not have to Interpolate nor make a multiplication by a constant value, in order to obtain the actual design parameters. l I

2 The second,' clarification concerns the items which are included I in the so-called " reactor structure." The sliding scale of damping used j therein causes some difficulty in applying the values to an actual situation.

This would be remedied by a drawing of the actual design values recommended for use, which would lump together all of the various parameters and give 1 one single design curve.  !
