licensing sites for future disposal of commercial high-level radioactive waste._ Sandia National Laboratories is assisting the NRC in this effort by developing and demonstrating performance assessment methodologies for evaluating high-level radioactive waste repositories in deep geologic formations. These methodologies include the development and application of computer programs. A computer software maintenance and quality assurance plan has been developed as a part of this effort. The plan and its implementation at Sandia are described in this paper.
INTRODUCTION The U. S. Nuclear Regulatory Commission (NRC) is developing mathematical models that represent relevant processes important in assessing a license application for high-level radioactive waste (HLW) repositories in geologic formations. Methodologies that can be used to assess the long-term performance of HLW repositories in bedded salt (1) and basalt (2) formations have been developed and their capabilities demonstrated. Current efforts are underway to develop a performance assessment methodology applicable to repositories in welded tuff.
Components of these methodologies include techniques for developing scenarios, models for use in simulating the physical processes and estimating the consequences associated with these scenarios, probabilistic and statistical techniques for use in risk estimates and sensitivity and uncertainty analysis, and a procedure for utilizing these models and techniques to assess compliance with regulatory standards.
Because system behavior cannot be measured over the long time periods being considered, one must rely on predictive modeling along with its associated uncertainties to assess the performance of the system.
In support of this research, computer programs have been developed to implement the solution of models for predicting long-term risk from the disposal of radioactive waste.
Because of the potential use of these computer programs in NRC "ThsNrk supported by the U.S. Nuclear Regulatory Commission, Office of Nuclear Material Safety and Safeguards, FIN A1158 and performed at Sandia National Laboratories, which is operated for the U.S. Department of Energy under contract number DE-AC04-76DP00789.

(QA) program exist to ensure confidence in results obtained with existing

software, as well as to monitor and control any changes to the codes.
J Consequently, a software QA plan (3) was developed by Sandia National Laboratories (hereafter Sandia) under the direction and approval of the NRC i
and published in January 1986. This paper describes the implementation of l
the software QA plan as it currently exists at Sandia on the Networking j
Operating System (N0S) on a Cyber 855 computer.
j IMPLEMENTATION OF THE SOFTWARE QA PLAN l
Quality Assurance and Code Maintenance
]
l As defined in the QA plan (3), quality assurance of computer software i
means "those planned and systematic actions necessary to provide adequate i
confidence that the software will serve its intended purpose." This is i
achieved at Sandia through the maintenance of a software library currently available on the NOS system in the user area "QUALIB," and a physical library which provides storage for documentation of each computer program, procedures for execution, hard copy listings or microfiche of source codes, sample problems, procedures for execution, etc. Certain guidelines must be followed before software can be entered into the QUALIB system, including the reproducibility of results. This specific software QA program is primarily intended to address maintenance of operational software and not the many varied stages of program development including testing, validation, and verification.
Code maintenance involves I) ensuring that the currently-used version of a computer program is running correctly on the current Sandia computing system, if practicable; 2) remaining cognizant of the discovery, investigation, and correction of coding errors and p ogram deficiencies, and revising the QUALIB versions when appropriate; and 3) maintaining a backup system for copies of all QUALIB software.
I Computer Software Manaaement System (CSMS)
The QA plan (3) establishes a Computer Software Management System (CSMS), which is administered by the QA Coordinator. The primary function of the CSMS is to maintain a repository for current and previous versions of computer software as well as supporting documentation.
Included in this task is the responsibility to maintain backups of all computer files.
Figure 1 depicts the three major components of the CSMS. The first component is the physical library, a storage facility for documentation for each computer program, procedures for execution of the program, and hard copy listings or microfiche of source codes, and input and output for all sample problems maintained in the library.
The second component of the CSMS is a software library currently available on the NOS system in the user area QUALIB. This library maintains standard versions of programs in Update format (as described below) along l
with their corresponding FORTRAN source code, binaries, sample problems, and any other associated files. Users have access to an interactive on-line i

versions of a computer program may exist.- The QA' plan requires that the standard. version be' accompanied by a user's manual and sample problems, and when possible, currently-used versions are made compatible with the existing computer hardware and operating system. Conversion to another hardware or operating. system environment may require modifications in format, content and/or storage location to existing programs, as'well as execution-procedures.
In some instances,.it may be impossible to perform the conversion due'to machine dependencies.
In any case, modifications to-standard versions must be accompanied by a list of the specific-code changes, the input data and results published in reports.. Enforcement of these requirements is provided through the manuscript review procr s.
The QA Coordinator's review and signature are required for all reporL published by the organization, which ensures that
-the author has provided the.QA Coordinator with appropriate material.
For manuscripts containing numerical results, the author must provide the version of the program used (or modifications to an existing code) and input files and procedures needed to reproduce those results. Certain guidelines must be followed when preparing a user's manual for a new program; for-instance, a description of the underlying theory, data input requirements, 1
and sample problems must be included.
l Retrievability and Traceability As outlined in the QA plan, two key elements in software QA are retrievability and traceability.
To ensure future retrievability, all i
software maintained in the CSMS is placed into an archive file in a format that is compatible with the operational computer equipment at that time.
Standard versions of the programs are currently maintained in the user area QUALIB on the NOS computer system.
The QA plan requires that records be kept of any alteration to a program. This is performed through use of the Update processor on the NOS system. Update is a system utility for maintaining and editing a mass storage file containing images of ASCII records through the preparation of a special format file called a " program library." Groups of record images within the program library are called " decks." As each record image is written to the program library, Update assigns it a unique identifier (deck name) and sequence number which can be used to reference changes. A
" correction file" can be created to manipulate the contents of a program library. This correction file provides a list of all changes which have been made to a computer program, thus providing traceability.
Recordkeepina Pertinent information concerning each computer program is retained in a designated QA notebook.
Such information includes hardware and software requirements; a brief summary of the purpose, scope and methods of the program; modifications; reported problems; and a distribution list.

program has evolved, alternate methods for achieving quality _ assurance have been developed in some areas. Specifically, the use of some of the forms described in the QA plan and the options provided by the on-line help facility have evolved to meet changing requirements.
Consequently, the QA plan is currently being revised as a more generic document which establishes guidelines and requirements, but does not describe specific tools and methodologies. The current implementation of the QA plan and a description and history of each computer program contained in the system is documented in a Sandia report (4).
BENEFITS OF THE SOFTWARE QA PROGRAM Several significant benefits have resulted from implementation of the software QA plan. Of great importance is the fact that the NRC has been provided with standard versions of computer programs developed in research activities. The requirement that a standard version of a computer program be accompanied by sample problems shows the potential user (and NRC staff members) how to implement and use the salient features and capabilities of the computer program.
In addition, availability of software with complete documentation makes reproducibility of results feasible. This allows Sandia staff members to respond efficiently to requests regarding justification of results.
