On May 19, 1987, NRC Region III received an allegation concerning an alleged past conviction for distribution and possession of a controlled substance by an employee allegedly granted unescorted access to the Big Rock Point and Palisades Nuclear Power Plants. The attachment to this letter contains a description of the allegation and the identity of the person. The contents of the attachment to this letter was discussed with Mr. H. Cooper of your staff on May 19, 1987.

The attachment to this letter should be strictly controlled and distribution limited to personnel only with a "need-to-know" to protect the personal privacy of the individual while your investigation is in progress. The attachment is considered as exempt from public disclosure in accordance with Title 10, Code of Federal Regulations, Part 2.790(a).

NRC Region III requests the Consumers Power Company (CPCo) to analyze the allegation, initiate the appropriate investigation, and take appropriate action as necessary in order to address the specific allegation and potential consequences of the allegation, if substantiated. Due to the nature of the allegation, coordination with local law enforcement agencies may be appropriate.

We further request that the results of your review and disposition of this matter be submitted to NRC Region III after completion. Documentation supporting your results should be maintained for any further inspection by NRC Region III.
