On May 8,1998, the NRC completed an inspection at your Palisades Nuclear Generating Plant,

The enclosed report presents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas
the inspection consisted of a selective examination of procedures and representative records,
observation of performance, and interviews with staff. The objective of the inspection effort was
to determine whether activities authorized by the license were cor'docted safely and in
i
accordance with NRC requirements. No violations of the security plan were identified in the
areas reviewed.

During this inspection, security activities observed at Palisades were conducted in an
appropriate manner to maintain public health and safety. In most cases, security personnel
were knowledgeable and effective in implementing security program requirements. Security
l
management activities were also properly focused to maintain an effective level of performance.
One finding, not involving a violation, was identified and is provided for your information and
j
review. The inspector observed that physical searches conducted on onc type of hand-carried
packages were generally conducted in a cursory or superficial manner. This reduced the
effectiveness of your package control program. Your Property Protection Supervisor
acknowledged this finding and was taking action to evaluate this issue.
Areas examined during this inspection concem a subject matter which is exempt from

disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2).
