ENCLOSURE 1 NOTICE OF VIOLATION Georgia-Power Company Docket No. 50-424 Vogtle Unit 1 License No. CPPR 108 During the Nuclear Regulatory Commission (NRC) inspection conducted on October 27, 1986, a violation of NRC requirements was identified. The Violation involved not using the actual weight of each cable length installed in the electrical penetration for determining the total moment (ft.-lb) on each penet-ration. This invalidated the calculations and may have caused the 300 ft.-lb limit to be exceeded. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the -

violation is listed below: (

10 CFR 50, Appendix B, Criterion V as implemented by FSAR Chapter 17 Section 17.1.5 required in part that procedures shall outline the manner in which work is conducted. Construction Procedures ED-T-19 as changed by Field Procedure Change Notice 14 and 15 require that the total length of l each section of cable installed in electrical penetration assemblies be considered when figuring the total cable weight.

Contrary to the above, on October 28, 1986 data sheets for moment calculations listed the weight for only one foot of each type of cable that I was to be used in the moment loading calculation for each electrical penetration assembly.

This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (1) admission or denial of the violation, (2) the reason for the violation if admitted. (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
